Fixed-Rate HELOC in California: How It Works and When It Makes Sense
A fixed-rate HELOC is a home equity line of credit where the money you draw carries a fixed interest rate instead of one that moves with the prime rate. It comes in two forms: a line where every draw gets its own fixed rate, or a standard variable HELOC with an option to lock part of the balance at a fixed rate. Either way you keep a reusable credit line while protecting yourself from rising rates.
How a standard HELOC rate works
Most HELOCs are variable. The rate equals an index, almost always the prime rate, plus a margin set by the lender. When the Federal Reserve moves rates, prime moves, and your HELOC payment follows. That works well when rates fall, but it leaves you exposed when they rise, especially on a large balance you plan to carry for years.
The two kinds of fixed-rate HELOC
1. Fixed-rate lock option. Many variable HELOCs let you convert some or all of your balance into a fixed-rate portion with its own term, for example 5, 10 or 20 years. You keep drawing on the rest of the line at the variable rate. Lenders typically limit how many locks you can have at once and may charge a small fee per lock.
2. Fixed rate on every draw. Some lenders structure the whole line so that each draw is fixed at the rate available on the day you take it. The first draw is usually taken at closing. Later draws get the rate in effect when you take them, so different pieces of your balance can carry different rates.
Fixed-rate HELOC vs home equity loan vs variable HELOC
| Variable HELOC | Fixed-rate HELOC | Home equity loan | |
|---|---|---|---|
| Rate | Moves with prime | Fixed on locked or drawn amounts | Fixed for the whole loan |
| Access to money | Reusable line | Reusable line | One lump sum |
| Starting rate | Usually lowest | Often a bit higher than the variable start rate | Similar to a fixed-rate HELOC |
| Best for | Short-term borrowing you’ll repay quickly | Ongoing projects with payment certainty | One known expense, such as a remodel bid |
For a one-time expense with a known amount, a home equity loan is often simpler. A fixed-rate HELOC shines when you will spend in stages, such as a remodel paid as work is finished, and want each stage protected from rate increases.
What a fixed rate costs you
Fixed rates are not free insurance. Expect the fixed rate to be somewhat higher than the starting variable rate on the same line, and check for lock fees, minimum lock amounts and limits on how many locks you can hold. If rates fall after you lock, you keep the higher fixed rate on that portion unless you unlock, which some lenders allow for a fee. Ask for the variable and fixed options side by side, in writing, before choosing.
Who qualifies in California
Qualifying for a fixed-rate HELOC is about the same as for any HELOC. Lenders look at:
- Equity: most programs lend up to about 80–90% combined loan-to-value, meaning your first mortgage plus the new line.
- Credit: a score around 680 or higher opens the most lenders. Some programs go lower with less equity.
- Income: W-2 income, tax returns, or for self-employed borrowers bank statements.
- Property: a primary residence gets the best terms. Second homes and rentals are possible with some lenders.
On a primary residence, federal law gives you a three-business-day right to cancel after signing before the line can be funded.
