QUICK ANSWER

A California DSCR loan qualifies an investment property on its rent divided by the full monthly payment (PITIA), so no tax returns, W-2s or pay stubs are needed. Typical terms as of October 2026: a DSCR of 1.0 or higher for the best pricing (0.75 on a separate program, plus a no-ratio option), 640+ credit, 20–25% down, $150,000 to $3,000,000, and closing in your LLC. Save Financial, Inc. (NMLS #377740, DRE #01875766) is an independent broker that shops your file across 20+ DSCR lenders instead of one lender’s program menu.

Does a California rental cash-flow at a 1.0 DSCR? The rent-to-price math

A DSCR of 1.0 means the rent covers principal, interest, property tax and insurance. At an illustrative 7.25% 30-year fixed rate with 20% down, that takes monthly rent of about 0.67% of the purchase price. Here is what that means at each market’s median price.

MarketMedian price (C.A.R., July 2026)Monthly PITIA at 20% downRent needed for 1.0 DSCR
Fresno County$450,000$3,000About $3,000
Sacramento County$540,000$3,600About $3,600
Inland Empire (Riverside & San Bernardino)$600,000$4,000About $4,000
Los Angeles County$888,120$5,920About $5,900
San Diego County$1,099,500$7,330About $7,300
Orange County$1,475,000$9,830About $9,800

Assumptions: 7.25% 30-year fixed (an example, not a quote), property tax at 1.15% of the purchase price, a landlord insurance policy at 0.30% of the price per year, no HOA. Your actual rate, tax rate and premium will differ.

What the table shows: very few California single-family homes rent for 0.67% of their price, and coastal markets fall furthest short. Inland markets like Fresno, Sacramento and the Inland Empire get closest, which is why they are where most California buy-and-hold investors finance on rent. In Los Angeles, San Diego and Orange County, investors are usually buying for appreciation and need one of the levers below to make the loan work.

How much down do you need to reach 1.0?

If you know a property’s rent-to-price ratio (monthly rent ÷ price), this shows the down payment that gets it to a 1.0 DSCR under the same assumptions.

Monthly rent as % of priceDown payment, 30-year fixedDown payment, interest-only

0.45%About 52%About 46%

0.55%About 37%About 29%
0.60%About 30%About 21%
0.67%20% (the minimum)20% (the minimum)

When the down payment it takes to reach 1.0 is more than you want to put in, there are three other routes: a program that accepts a DSCR down to 0.75 at a higher rate, interest-only payments, or a no-ratio DSCR loan with about 25% down. Many of our California clients also buy rentals in other states, where rents cover the payment more easily; we arrange DSCR loans in California and 39 other states.

Example: a Sacramento rental at three different structures

The property: a $525,000 single-family rental in Sacramento County with market rent of $3,200 a month.

Costs: property tax about $503 a month (1.15% of the price) and a landlord policy about $131 a month. Rate is an illustrative 7.25%, an example and not a quote.

StructureLoanMonthly PITIADSCR
20% down, 30-year fixed$420,000$3,5000.91
25% down, 30-year fixed$393,750$3,3200.96
25% down, interest-only$393,750$3,0131.06

The takeaway: at 20% down this rental lands at 0.91, so it would go on the below-1.0 program at a higher rate. Adding 5% down and choosing interest-only moves it above 1.0 and onto better pricing. We price all three side by side so you can compare the extra cash against the lower rate.

Short-term rental rules in California markets investors ask about

A lender will only count Airbnb or VRBO income if the property can legally operate as a short-term rental. If it can’t, the loan is sized on long-term rent from the appraiser’s rent schedule. Check these before you buy:

  • City of Los Angeles: under the Home-Sharing Ordinance, stays under 30 nights are allowed only in the host’s own primary residence, with city registration and a 120-night yearly cap unless the host qualifies for Extended Home-Sharing. A non-owner-occupied investment property in the city generally cannot be a short-term rental, so lenders underwrite it on a 30-day-plus or 12-month lease.
  • Palm Springs: short-term rentals need a Vacation Rental Registration Certificate. Full permits are capped at 20% of homes in each organized neighborhood, with a waitlist once a neighborhood is full, and newer full permits allow 26 rental contracts a year. Transient occupancy tax is 11.5%.
  • Big Bear Lake: the city runs a Vacation Rental Program with its own registration, 10% transient occupancy tax and a 3% tourism district assessment. Homes in unincorporated Big Bear, such as Big Bear City and Fawnskin, fall under San Bernardino County’s separate permit program.
  • South Lake Tahoe: Measure T’s 2018 restrictions were struck down by the El Dorado County Superior Court in March 2025, and the city has since adopted new rules, including 2026 amendments that cap residential vacation-rental permits at 900. Outside the tourist core, operators need a local property manager and noise monitoring. North Shore homes fall under Placer County’s own permit program.

Rules change often. Confirm the permit status for the exact address with the city or county; some lenders ask for the permit itself before they will use short-term income.

California property tax, insurance and rent control: what changes the DSCR

Property tax is reset to your purchase price

Under Proposition 13, a California property is reassessed at its purchase price when you buy it. The base rate is 1%, and local bonds and assessments usually bring the total to roughly 1.1% to 1.25% of the price. Lenders calculate your DSCR on that new tax amount, not the seller’s lower bill, and you will also receive a one-time supplemental tax bill after closing. Newer subdivisions in the Inland Empire, Sacramento suburbs and the Central Valley often carry Mello-Roos (community facilities district) charges on top, which can raise the payment noticeably. Ask for the full tax bill before you write an offer.

Insurance is the cost most likely to surprise you

Many private insurers have limited new policies in California, which has pushed more owners onto the California FAIR Plan. FAIR Plan rates are rising an average of 29.1% for many policyholders starting October 15, 2026, with the largest increases in high fire-risk areas. A rental needs a landlord (dwelling) policy, and FAIR Plan coverage is typically paired with a separate difference-in-conditions policy to cover what it excludes. Because the full premium goes into PITIA, get a real insurance quote before you lock in a price, especially in foothill, mountain and wildland areas.

Rent control can cap the rent a lender will use

California’s statewide rent cap (AB 1482) limits annual increases to 5% plus local inflation, with a 10% maximum, on many rentals more than 15 years old. Single-family homes and condos owned by individuals can be exempt if tenants receive the required written notice; that exemption does not apply if the owner is a corporation, a REIT or an LLC with a corporate member. Some cities add their own rules, such as the Los Angeles Rent Stabilization Ordinance on most multifamily buildings built before October 1, 1978. On an occupied unit, lenders generally use the lower of the in-place lease and market rent, so a below-market controlled lease can lower your DSCR.

Broker vs. direct DSCR lender: why it matters in California

A direct DSCR lender can only offer its own program. As a broker, Save Financial compares 20+ DSCR lenders, which matters most when a California property doesn’t fit the standard box.

California DSCR loan questions

What DSCR do California lenders require?

Most California DSCR programs give their best pricing at a DSCR of 1.0 or higher, meaning the rent covers the full payment including taxes and insurance. A separate program accepts ratios down to 0.75 at a higher rate, and a no-ratio DSCR loan skips the ratio with about 25% down. Because many California rentals fall below 1.0 at 20% down, those options matter more here than in most states.

Can I close a California DSCR loan in an LLC?

Yes. Most DSCR lenders close in an LLC or corporation, with you signing a personal guarantee. The LLC must be active and in good standing with the California Secretary of State. California LLCs also owe a minimum $800 annual franchise tax, so factor that into small single-property LLCs.

Can I use Airbnb income on a California DSCR loan?

Yes, if the property can legally operate as a short-term rental. Lenders use 12 months of platform payouts, an AirDNA projection (often counted at 75–80%), or fall back to the appraiser’s long-term rent. In the City of Los Angeles, short-term rentals are limited to the host’s primary residence, so an LA investment property is usually underwritten on long-term rent.

How are property taxes figured on a California DSCR loan?

On your purchase price, not the seller’s current bill. Proposition 13 resets the assessment when you buy, and the total rate is usually about 1.1% to 1.25% of the price, more where Mello-Roos applies. The lender uses that number in PITIA, so it directly affects your DSCR.

Do California DSCR loans have prepayment penalties?

Usually yes, because they are business-purpose investor loans. Most of our DSCR loans carry a one-year prepayment period. A no-prepay loan is available at a slightly higher rate or more in fees, and a longer prepayment period can lower your rate or fees.

What if my California rental doesn’t cash-flow at 1.0?

You have four options: put more down to lower the payment, choose interest-only, use a program that accepts a DSCR down to 0.75 at a higher rate, or use a no-ratio DSCR loan with about 25% down. We price each one for your property so you can compare.

Does rent control affect DSCR underwriting in California?

It can. On an occupied unit, lenders generally use the lower of the actual lease and market rent, so a rent-controlled lease below market lowers your DSCR. Statewide, AB 1482 caps increases at 5% plus inflation (10% maximum) on many older rentals, and cities such as Los Angeles add their own rent stabilization rules.

Can I buy rentals outside California through Save Financial?

Yes. DSCR loans are business-purpose loans, and we arrange them in California and 39 other states. Many of our California clients buy in markets where rents cover the payment more easily. See our DSCR loans by state page.
